The prosecutor and the defense attorney have an opportunity to tell the jury what they expect the evidence will be.  It is improper for either side to argue their case at this point.  Opening statements are generally brief.  The defense does not need to make an opening statement at all.  If the defense decides to make an opening statement, it may be made immediately after the prosecutor or after the state rests their case-in-chief.
